I tried changing the EULAAccepted to true (this shows up as yes if you are using a plist editor instead of a text editor) in both the Acrobat Pro plist and the Adobe Reader plist. After a reboot, the issue was not resolved. In this case, after the reboot, Acrobat Pro was the program prompting for EULA acceptance. Please note, in the com.adobe.Acrobat.Pro.plist I have tried both EULA and EULAAccepted, but this did not resolve the issue. I will be working on packaging Acrobat Pro again as I was not the one who originally packaged it to see if that resolves the issue.
