The good news is your question led me to find a doc bug with an outdated screenshot. However, while the doc gets an update, the bad news is I don't think you can do what you want to do. I'll verify that with engineering, but don't hold your breath.
An alternative would be to see if you can make the FC available as a separate install/download that can happen as needed.
