11.0.11 MSI install fails. Error 1334. Acroext.exe cannont be found in Data1.cab.

I am trying to package 11.0.11 and I get the following error.

Adobe_Reader_v11.0.11 -- Error 1334.The file 'acroext.exe' cannot be installed because the file cannot be found in cabinet file 'Data1.cab'. This could indicate a network error, an error reading from the CD-ROM, or a problem with this package.

I used the following command to create the package:

msiexec /a AcroRead.msi /p AdbeRdrUpd11011.msp

I read that this step should be done in two transactions, however that didn't work and I got a different error when attempting it that way. I am at a loss as to how to remediate this. Has anyone else ran into this issue?
