Try this.  I was having the same issue with DC, found this post this morning.  Even though it refers to XI, it worked.  Strangest thing.

Right to the serial number there is button called “Grant Offline Exception”. Click it! If you don’t every single user will have to verify the license key over the internet.
In my case I got the following error message:
“Offline exception grant process failed. Please refer to oobelib.log in %temp% folder and wizard help for more details”

For me it was really a mess, as there was no log file in mentioned folder neither on the whole harddisk. So I googled a little bit and found nothing useful until I found in the comments on website the following advice which worked for me. There is a bug in the current version of the customization wizard which is causing this function to fail. The problem is, that the program is using a exe named adobe_prtk.exe which you can actually find in your Adobe Customization Wizard XI folder (C:\Program Files (x86)\Adobe\Adobe Customization Wizard 11). The application is looking for the file in the previous version folder! So just create a folder C:\Program Files (x86)\Adobe\Customization Wizard 10 and copy the adobe_prkt.exe from the 11 to the 10 folder. That’s it!"
