Hi,
Can you please share the following log files from the target server machine on which issue was observed to help analyze the root cause. These files will be present at the users's temp(%tmp%) location.
amt3.log
pdapp.log
oobelib.log
Also as a workaround for this issue please run the activation script (PRTK command line) during the server startup/ reboot and the issue will be resolved.
adobe_prtk --tool=VolumeSerialize [--provfile=] --stream
